How Mobile Works

If you live in Mobile, you’ve likely heard the term "LSD" thrown around, and no, we aren’t talking about the 1960s! We are a Local Service District, a unique form of community governance found right here in Newfoundland and Labrador.


But what exactly does that mean for you? As we launch our new website, we wanted to break down the basics of how our community is managed.


What is a Local Service District?

Unlike a "Town" (which has a Mayor and a full Town Council), a Local Service District is a more streamlined way for unincorporated communities to manage their own affairs.


Think of us as a volunteer-led, community-focused organization that is legally empowered by the provincial government to provide essential services. We don't have a Town Hall with full-time staff; instead, we have a committee of your neighbours who volunteer their time to keep things running.


What Does the LSD Actually Do?

Our main job is to ensure that the "essentials" are taken care of. Under the new Towns and Local Service Districts Act, our responsibilities generally include:

  • Street Lighting: Ensuring our roads are lit for safety.

  •  Fire Protection: Coordinating with nearby fire departments to ensure Mobile is covered in emergencies.

  • Community Advocacy: Acting as the official voice for Mobile when dealing with the Provincial Government on things like road repairs or local infrastructure.


Where Does the Money Come From?

We don’t collect property taxes like a town does. Instead, we collect Local Service Fees.


Every dollar you pay in fees goes directly back into the community. It pays the electricity bill for the streetlights, the contractors, and any maintenance needed. Because we are a volunteer committee, we keep overhead as low as possible so that your money stays focused on services.


Who is in Charge?

You are! The LSD Committee is elected by the residents of Mobile. We meet regularly to discuss budgets, solve service issues, and plan for the future.


Every resident has a stake in how this community is run, and we encourage everyone to stay engaged.


Why It Works for Mobile

Being an LSD allows us to keep that small-community feel. We have the autonomy to make decisions that make sense for Mobile—not St. John's or Witless Bay—while keeping our administrative costs low. It’s a system built on neighborliness and shared responsibility.
